Mission Overview
Keystone Solutions is looking for an expert Data Manager and Governance Consultant for an on-site consultancy mission with a client in Brussels. You will be hired by Keystone Solutions and represent us within the client environment, taking responsibility for the quality, integrity and protection of data within your assigned perimeter. As an ambassador of data governance within the tribe, you will drive accountability, promote a data-by-design culture, and ensure compliance with regulatory requirements such as GDPR and BCBS 239 and with applicable Group policies. The role requires a proactive, collaborative and analytical mindset to embed data governance principles into processes, projects and systems. All responsibilities below will be carried out under the Keystone Solutions consultancy model.
Data Accountability and Quality Assurance
- End-to-End Ownership: Ensure the quality, integrity and protection of data within your perimeter, from origination through consumption, including regulatory reporting.
- Regulatory Sign-Off: Formally validate data used for regulatory reporting, in alignment with quarterly planning and control deadlines.
- Risk Identification and Mitigation: Identify data quality, integrity and protection risks within your scope; define and monitor controls, quality indicators and remediation actions; escalate anomalies and ensure their timely resolution.
- Data Governance Systems: Document Key Business Terms, Data Dictionaries and critical reports in the client's governance tools, including Wikidata; ensure traceability of data lineage across origination, transformation and use in regulatory reporting; promote the use of Group reference data in aggregation and reporting chains.
- Transparency and Communication: Justify data quality indicators to stakeholders, align data definitions with Group standards and communicate changes.
Data-by-Design Advocacy and Culture
- Awareness and Training: Organize regular sessions to educate tribe members on Data-by-Design principles, including KYD, GDPR and BCBS 239. Act as a coach and ambassador for data governance, explaining its importance and benefits.
- Structural Solutions: Advocate for sustainable data management, including migration of tactical solutions to structured applications, and challenge non-compliant practices such as unmanaged Excel or EUC tools and ad-hoc data transfers.
- Point of Contact: Serve as the primary contact for all data-related queries within the tribe and collaborate with the Data COE, Legal and IT teams to resolve data issues.
Project and Delivery Oversight
- New Initiatives and Projects: Validate that Data-by-Design features are embedded in new projects, including DPIA for high-risk processing; data transfers covering encryption and CFT/MQ compliance; personal data usage covering consent, retention and cleanup; data inventories, dictionaries and quality controls; EUC risk assessments; and API governance, including ISO20022 compliance.
- Participate in release Go/No-Go decisions and ensure data risks are addressed.
- Collaboration with Architects and IT: Align APIs, data models and terminology with Group standards, including EDM and API@Scale, and attend steering committees to represent data governance requirements.
- Collaboration with Data Group and DHF: Participate in requirement reviews and Arbitration Committees per platform and in DHF Group Governance as both end user and source provider.
Operational Duties
- GDPR Compliance: Perform annual follow-up in Wikidata covering application codes, data transfers and CFT/MQ outgoing flows.
- Data Managers' Guild: Attend monthly Guild meetings and contribute to working groups.
- Ad-Hoc Requests: Support the Data COE, including updates to Business Terms and Third-Party data in Wikidata.
- Agile and AWOW Frameworks: Act as SPOC for Data Processes in Agile squads, including the DAM referential, and ensure data impacts such as database changes and new transfers are discussed during release planning.
Reporting and Escalation
- Report to tribe leadership and the CDO via the Guild.
- Escalate critical data risks or non-compliance to the Data Office or Risk functions.
Key Competencies and Skills
